Waste Management - Refuse and Recycling Collection

We at the Borough have received a multitude of messages and phone calls concerning the refuse service and the in’s and out’s of it.

First and foremost, if you are a new resident to the Borough of Millvale - You do not need to contact Waste Management to set up refuse service. Trash billing/service will occur automatically. 

How it works: 

  • Contact PWSA to set up your water billing. Once you follow this step, PWSA will send your customer data to Jordan Tax Service, who is our billing agent for Sewage Billing and Trash billing. PWSA does the water readings and sends the data over to JTS for billing according to your usage. Trash is added to this bill, as well. If you would like to confirm with JTS that you are set up for billing, you can contact them via phone at 724-731-2300 or 412-835-5243.
  • Senior citizens do qualify for a $2.00 monthly discount on trash billing! Please stop by the Borough office if you think you qualify with a valid photo ID and a copy of your JTS bill so we can submit your request. Please note: it may take up to two billing cycles to apply your discount.

We also recognize that during this transitional period of service there was some confusion regarding carts and trash removal, along with home owners needing to purchase a second cart in addition to their initial cart that was distributed at no cost.

As of currently, Waste Management will not be collecting refuse that is either outside of the WM branded carts or inside non-WM branded carts. All refuse MUST be in the WM carts, and the lids must closed.

  • Bulk refuse pickup -  such as mattresses, appliances and furniture will ONLY be collected on the third full week of the month, and only limited to one item.
  • Recycling pickup – must ONLY be in the green recycling cans. If you do not have a green recycling can, please contact the Borough (412-821-2777 x 3134) to confirm that we have cans in stock. Recycling cans are $10.00; we accept cash, check and credit card (note: a $3.00 fee will apply to credit card transactions).
  • To purchase an additional trash cart – you can call WM at 1-800-451-3060. This is a fully automated system. Because Millvale Borough is on a bulk billing account, you will not have a customer ID to give to the system. We recommend first saying “Trash can”, and then when the system asks for the ID, say “No ID” and finally when the system asks if you are looking for Residential or Commercial, say “Residential”. You will then be transferred to an agent to assist you in purchasing an additional cart. Make sure to mention to the agent that you are within the Millvale Borough bulk billing account.
  • Regarding missed pick ups: Please contact us by Monday morning with your address concerning a missed pick up. We will need your address to confirm with WM. Remember, the refuse MUST be in the WM branded carts; it will not be picked up if it is not in the carts.
