Comprehensive planning is a term used to describe a process that determines community goals and aspirations in terms of community development. The outcome of comprehensive planning is the document that guides public policy and key recommended projects.
This Comprehensive Plan includes elements required by the Pennsylvania Municipalities Planning Code, plus a whole lot more. It is intended to facilitate the decision-making process by covering the major categories of physical and economic development in relation to its citizens' needs. Adopted by resolution, the comprehensive plan is not legally binding but provides Millvale with a guide by which it can grow.
