Arguably the most important factor in a neighborhood’s health is how safe and pleasant people believe it to be. Dealing with crime and cleaning up features in the neighborhood that are, or seem to be, unsavory/unsafe is a critical first step in changing the community for the better.

Greening is relevant to a neighborhood’s image, appearance, and health issues. Landscaping, trees, and other plantings impact the visual appeal of residential and commercial streets alike, with mature trees and healthy, maintained landscaping elements creating a consistent and cared-for appearance.

 ¤  Design

Design includes a range of features; it is about everything that is visible when walking or driving through the neighborhood.

Architecture is the most obvious aspect of design. Not only consistency of architectural style but also general features like number of stories, roof shape (hipped, gabled, etc.) and the prevalence of building features—such as porches or stoops, bay or dormer windows, and garages—can influence the overall design rhythm of a neighborhood.
 *  Economic Restructuring & Neighbors

Economic Restructuring means finding new or better purposes to make a community

Depending on the level of distress, a neighborhood may require interventions to stabilize aspects of its economy—special home buyer programs, gap financing for housing rehab, new job skills training, and other initiatives are all commonly used to improve a neighborhood’s economic conditions.

  ►  Promotion Image & Identity 

Promotion means selling the image and promise to all prospects. By marketing the communities unique characteristics through advertising, retail promotional activities, special events, and marketing campaigns an effective promotion strategy forges a positive image to shoppers, investors, new businesses and visitors.

Image refers to how the neighborhood is viewed by non-residents.

Identity is more closely tied to whether residents become engaged in their own community, whether they desire or plan to stay, and whether they invest in updates and repairs to their own properties.

≈  Sustainable Organization

Neighborhood revitalization requires the knitting together of many varied threads of activity. Factors as distinct as safety, building conditions, income levels, public school performance, cleanliness, and residents’ level of engagement, to name a few, play a significant role in neighborhood stability. Coordinating activities and programs that can identify and address problems across this diverse spectrum calls for an organization capable of operating flexibly and efficiently, often through partnering with other groups and public agencies.

 What is the Focus Group?

The Focus Group supports the Millvale MainStreet (MMS) program and is an advocate to establish an Elm Street program in Millvale. The Focus Group operates as an official committee of the Millvale Borough Development Corporation (MBDC). Currently the Focus Group operates under the MMS bylaws; however the group promotes Elm Street initiatives even though Millvale does not have a Commonwealth funded program. The Focus Group hopes to continue to grow and add additional initiatives in an effort to improve Millvale.

The Focus Group Board is comprised of members, representative of the community. By fostering community pride and involvement, stimulating diverse business development, and organizing and maintaining the overall community effort to revitalize Millvale, the Focus Group champions the interests of Millvale

The Main Street program is to bring businesses and residents together to promote economic growth and improve the quality of life in our community.

We are a multi-cultured people unified in a vibrant caring community. We are proud of the new Millvale, while retaining the charm of the old. We participate fully in civic and community activities. We are committed to continued progress of Millvale as a viable people-friendly place for members of our community, businesses and visitors.

What is Main Street?

The Main Street Program is a national comprehensive approach to downtown revitalization. Millvale's Main Street's approach looks at downtown revitalization through the eyes of four standing committees: Organization, Design, Economic Restructuring, and Promotion. The Millvale MainStreet Program is administered nationally by the National Trust for Historic Preservation, and in the Commonwealth of Pennsylvania by the Pennsylvania Downtown Center, Millvale MainStreet is a member of both of these organizations. The Main Street Manager has been trained in the National Trust for Historic Preservation Main Street Approach by the Pennsylvania Downtown Center.

Purposes

The organization's purpose is to bring businesses and residents together to promote economic growth and improve the quality of life in Millvale.

The Organization will also endeavor to stimulate the downtown business district, to preserve historic structures, and revitalize Millvale through encouraging cooperation and building leadership in the business community. The Organization will create a positive image by promoting Millvale as an exciting place to live, shop and invest. The Organization shall receive, administer and distribute funds in connection with any activities related to the above purposes; provided, however, that the Organization shall only engage in activities that are in the purview of Section 501(c)(3) of the Internal Revenue Code or corresponding sections of any prior or future law. The Organization is not formed for financial gain, and no part of the assets, or income of the Organization shall be distributable to benefit its directors or members, except to the extent permitted under Section 501(c)(3) of the Internal Revenue Code (the Code) of and the Treasury Regulations promulgated hereunder.
Goals

Establish funding options for specific projects, update directory of grants and loans and match key projects to appropriate funding options.

Work with borough departments, the Millvale Borough Development Corporation (MBDC) and other agencies to strengthen existing businesses.
Communicate with businesses about the resources
Cooperate with the Borough to improve the visual streetscape including cleanliness, renovation, landscaping guidelines, and other elements.
Work with the Borough to improve maintenance in the MainStreet area.
Facilitate clean up efforts with civic groups and business/property owners.
Identify key problem areas/buildings and meet with owners to discuss options.

Provide information to businesses and individuals regarding developments affecting Main Street

 What is Elm Street?

Elm Street aims to improve the situation of Pennsylvania’s urban neighborhoods while linking revitalization efforts to those in adjacent/nearby Main Streets/downtowns. With the long-established Main Street Program as a model, Elm Street as learned from some 40 years of experience by many successful and not-so-successful neighborhood revitalization programs throughout the nation. The Elm Street Concept is structured around simultaneous actions in five focus areas, integrated through a community-based strategic planning process.
