MISSION STATEMENT

The MBDC is to stabilize, revitalize and rejuvenate Millvale’s neighborhoods, through the development of housing, businesses and skills of individuals. The MBDC recognizes the collaboration of the diverse talents and skills of people within the community as an integral part of the process.

PURPOSE

The Corporation can serve as a conduit to operate auxiliary programs that foster the Corporations purpose and goals including but not limited to the Millvale Main / Elm Street Programs (MMES). The Corporation through its’ standing committee’s will also act as an advisory board to auxiliary programs including the MMES.

To mobilize the resources available in the community, both public and private agency and individual, in support of economic growth and revitalization in the Borough of Millvale. 

 

To disseminate information of and promote interest in the preservation, history, culture and architecture in Millvale.

 

To implement programs to address the social, economic, educational and developmental needs of the citizens of Millvale.

 

To support projects to revitalize business districts and neighborhoods.

 

To advise and acquaint the public and community based non-profits on the community and economic development projects.

STANDING COMMITTEES
 

Clean, Safe and Green

Clean, Safe and Green will organize programs such as neighborhood watches, and clean-up crews. Clean, Safe and Green promotes safety focusing on providing safe routes for children to walk/bike to school, for residents to access commercial developments, and for recreation.

Clean bridges the gap between safety and greening ensuring that neighborhoods are liter free. Clean also, addresses littered vacant lots, illegal dumping areas that are often opportunity zones for crimes to take place.

Greening is relevant to a neighborhood’s image, appearance, and health issues.

Design

The Design committee will evaluate Façade Grants and work to enhance the physical appearance of Millvale by rehabilitating historic buildings, encouraging supportive new construction, developing sensitive design management systems, and long-term planning. The goal is to create an inviting atmosphere through window displays, parking areas, signs, sidewalks, streetlights, and landscaping; good design conveys a visual message about what Millvale is and what it  has to offer.

Economic Restructuring and Neighbors

The Economic restructuring committee focuses on strengthening Millvale’s existing economic base while finding ways to expand it to meet new opportunities -- and challenges from outlying development. Economic Restructuring helps existing downtown businesses expand and recruit new ones and converts unused space into productive property. The committee will also aid residents in strategies to homeownership.

Sustainable Organization

The Sustainable Organization committee coordinates activities, programs, and getting everyone working towards common goals. The committee is capable of operating flexibly and efficiently, often through collaborating with other groups and public agencies. The goal is ensuring that efforts in Millvale continue after public funding for operations end. Sustainable means having stability in leadership, governance, finances, and staffing.

Promotion (Image and Identity)

The Promotion committee markets Millvale’s assets to customers, potential investors, new businesses, local citizens and visitors. The Promotion committee markets Millvale’s unique characteristics through advertising, retail promotional activities, special events, and marketing campaigns.

Image refers to how the neighborhood is viewed by non-residents and Identity is more closely tied to whether residents become engaged in their own community.

What is Main Street?

The MainStreet Program is a national comprehensive approach to downtown revitalization. Millvale's MainSreet's approach looks at downtown revitalization through the eyes of five standing committees: Sustainable Organization, Design, Economic Restructuring & Neighbors, Promotion (Image & Identiity). The Millvale MainStreet Program is administered nationally by the National Trust for Historic Preservation, and in the Commonwealth of Pennsylvania by the Pennsylvania Downtown Center, Millvale MainStreet is a member of both of these organizations. The Main Street Manager has been trained in the National Trust for Historic Preservation Main Street Approach by the Pennsylvania Downtown Center.

What is Elm Street?

Elm Street aims to improve the situation of Pennsylvania’s urban neighborhoods while linking revitalization efforts to those in adjacent/nearby Main Streets/downtowns. With the long-established Main Street Program as a model, Elm Street as learned from some 40 years of experience by many successful and not-so-successful neighborhood revitalization programs throughout the nation. The Elm Street Concept is structured around simultaneous actions in five focus areas, integrated through a community-based strategic planning process.

MainStreet Mission Statement

The Main Street program is to bring businesses and residents together to promote economic growth and improve the quality of life in our community.

MainStreret Vision Statement

We are a multi-cultured people unified in a vibrant caring community. We are proud of the new Millvale, while retaining the charm of the old. We participate fully in civic and community activities. We are committed to continued progress of Millvale as a viable people-friendly place for members of our community, businesses and visitors.

Purposes

The organization's purpose is to bring businesses and residents together to promote economic growth and improve the quality of life in Millvale.

 

The Organization will also endeavor to stimulate the downtown business district, to preserve historic structures, and revitalize Millvale through encouraging cooperation and building leadership in the business community.

 
The Organization will create a positive image by promoting Millvale as an exciting place to live, shop and invest.
 

The Organization shall seek, apply, administer and distribute funds in connection with any activities related to the above purposes; provided, however, that the Organization shall only engage in activities that are in the purview of Section 501(c)(3) of the Internal Revenue Code or corresponding sections of any prior or future law.

 
The Organization is not formed for financial gain, and no part of the assets, or income of the Organization shall be distributable to benefit its directors or members, except to the extent permitted under Section 501(c)(3) of the Internal Revenue Code (the Code) of and the Treasury Regulations promulgated hereunder.
 
Goals

Establish funding options for specific projects, update directory of grants and loans and match key projects to appropriate funding options.

 

Work as part of the Millvale Borough Development Corporation (MBDC), with Borough departments,  and other agencies to strengthen existing businesses.

 

Communicate with businesses about the resources available.

 

Cooperate with the Borough to improve the visual streetscape including cleanliness, renovation, landscaping guidelines, and other elements.

 
Work with the Borough to improve maintenance in the MainStreet area.
 

Facilitate clean up efforts with civic groups and business/property owners.

 
Identify key problem areas/buildings and meet with owners to discuss options.
 

Provide information to businesses and individuals regarding developments affecting MainStreet.
